Héma-Québec

Héma-Québec was incorporated as a not-for-profit corporation on March 26, 1998, and was subsequently governed by a special law, Law 438 passed by the National Assembly on June 20, 1998.
In terms of security of supply, Héma-Québec is a national organization. Blood has been a drug under the act since September 1989 and as such, blood is regulated by Health Canada. In this sense, it is the federal government that dictates the standards that must be met to ensure the safety of the blood supply in Canada.
This is accomplished by issuing operating licenses and maintaining licenses through annual audits or, where necessary, more frequent audits of blood product manufacturers.
