Intermediate engineer, construction (bridges/civil engineering structures)

Our client, a company whose mission is to manage, operate and maintain various transportation infrastructures, whose activities are divided into engineering, construction and maintenance operations is currently looking for an intermediate engineer for its construction team.

Nature of position

Under the supervision of the Director, Construction, your main mandate will be to see to the implementation of the maintenance program through the realization of major projects affecting the infrastructures. In addition, you will provide support and technical assistance to management, receive and analyze studies, reports, plans and specifications and recommend actions to be taken. In addition, you will manage construction contracts and external consultants. This includes planning, budget, schedule, quality control, analysis, and processing of claims and extra work. You will work closely with the external consulting firms mandated annually by the Company to perform the monitoring and quality assurance of the work. You will be called upon to play an advisory role with the managers of the Construction Department and the project directors by analyzing certain reports, plans and specifications and by recommending the best actions to be taken in order to achieve the corporate objectives. As such you will :

• Manage all aspects and deliverables of assigned contracts in accordance with quality standards and strategic directions while respecting project management principles ;
• Prepare terms of reference for the awarding of contracts to external consultants for major maintenance oversight, quality assurance through testing laboratories and claims analysis ;
• Provide an effective link between the design teams responsible for technical assistance and the construction teams ;
• Follow up on professional service and major maintenance contracts according to project management principles ;
• Inform and communicate effectively to his/her Director and to the Project Director the issues related to the management of the contracts ;
• Ensure a good working relationship with the entire project team as well as with the contractors ;
• Ensure compliance of construction contracts by taking into account the requirements related to the company's plans and specifications, including environmental and occupational health and safety standards and laws ;
• Assist the site supervision teams and visit the work in progress to ensure the progress and quality of the work ;
• Participate in all site meetings and inform the project team of any issues that may impact the progress of the project ;
• Participate in periodic project follow-up meetings and collaborate with the Project Manager to inform him of the status of the contracts by axis of intervention ;
• Prepare authorizations for additional work and follow up on progress reports for payments to external consultants and contractors ;
• Ensure the control of the realization schedules and the financial forecasts according to the accounting schedules ;
• Coordinate major interventions on the company's network with the various internal and external stakeholders ;
• Participate in the preparation of tenders for the awarding of construction contracts in collaboration with the company's Engineering Department ;
• Review studies prepared by external consultants and make recommendations to management, validate actions to be taken and follow up on their implementation ;
• Identify issues and make recommendations for their resolution ;
• Participate in various committees related to his/her field of expertise or discussion tables, such as contract reviews with Management, Engineering ;
• Assist Management in the preparation of budgets and work planning ;
• Provide assistance to the Project Director, including providing relevant information in the preparation of various reports and documents and ensuring the follow-up of contracts ;
• Assist the Director, Construction in the development and deployment of tools to improve the quality of deliverables of external consultants and the continuous improvement of internal services ;

Required qualification

• Bachelor's degree in civil engineering, ideally with a structural option ;
• Additional training in project management would be a valuable asset ;
• Be a member in good standing of the Ordre des ingénieurs du Québec (OIQ) ;
• A minimum of eight years of relevant experience in civil engineering ;
• A minimum of five years of relevant experience in the management and administration of major construction and maintenance projects ($1M to $30M), combined with a minimum of three years of experience in the supervision of rehabilitation work on bridges and/or civil engineering structures and/or concrete and/or steel structures ;
• Good knowledge of engineering and construction standards for bridges, roads, tunnels, culverts, viaducts, walls, dams, pylons and/or any other structure ;
• Demonstrated ability to monitor and administer assigned contracts, including evaluating work, conducting meetings and negotiating payments ;
• Familiar with applicable and recognized construction safety standards and sustainable development concepts ;
• Must be able to access structures via fixed or mobile devices; must not be afraid of heights or tight spaces ;
• Must be an excellent communicator and possess strong presentation skills ;
• Possess good writing and negotiation skills ;
• Demonstrate good political acumen and stakeholder management skills ;
• Demonstrate good collaboration and teamwork skills ;
• Demonstrate good strategic thinking skills within the existing governance framework;
• Demonstrate rigor and attention to detail ;
• Demonstrate good planning and organizational skills under pressure and be respectful of objectives and deadlines ;
• Demonstrate an excellent ability to manage several files at once and to prioritize under pressure ;
• Knowledge of Microsoft Office suite including MS Project ;
• Knowledge of SAP is an asset ;
• Hold an ASP Construction site card ;
• Possess a valid class 5 driver's license ;
• Demonstrate an excellent command of spoken and written French and English.
